Texas Map Franklin County is located in Northeast Texas. The county seat is Mount Vernon. According to the U. S. Census Bureau, Franklin County has a total area of 295 square miles, of which 9 square miles is water. In 2000, its population was 9,458. The median household income was $31,955. The racial makeup of the county was 89.2% white, 3.9% African-American, and 8.9% Hispanic.

Franklin County is mainly served by Mount Vernon ISD. Some portions of the county are served by Rivercrest ISD, Saltillo ISD, Sulphur Bluff ISD and Winnsboro ISD.
